Connecting Bhutan and Laos through Digital Bridges to Enhance Human Capital

Project Overview

This project sought to bridge the digital divide between Bhutan and Lao PDR by building human resource capacity in Information and Communication Technology (ICT), particularly targeting underserved remote schools, colleges, and communities. With strong emphasis on gender balance and utilizing a "Train the Trainers" (TTT) model to ensure knowledge sustainability and long-term impact.

Project Objectives

Main Objective: To develop sustainable ICT capacity in Bhutan and Laos through targeted training in network engineering, cybersecurity, and digital literacy, with a specific aim of addressing gender imbalance and promoting cross-country collaboration.

Sub-objectives:

  • Train ICT professionals and faculty through CCNA, CyberOps, and IoT courses
  • Strengthen digital literacy in underserved schools and communities
  • Equip educational institutions with Wi-Fi infrastructure
  • Develop a digital content sharing platform to foster collaboration

CCNA 1, 2, 3 Courses

Hands-on training on networking protocols and infrastructure fundamentals.

CyberOps Associate Training

Focused on real-world cybersecurity threats and defensive strategies.

IT Essentials Workshops

Targeted teachers and support staff with little to no ICT background.

Campus Network & Security

Practical training on setting up and securing campus-level networks.

Wi-Fi Equipment Deployment

Installation and configuration of 80 Wi-Fi devices across institutions.

Digital Platform Development

Moodle-based LMS for sharing educational content and collaboration.

Human Capacity Development

Over 120 participants trained, with female participation exceeding 40% in several sessions

Platform Launch

A content-sharing and e-learning platform was developed and maintained by LERNET

Wi-Fi Expansion

Remote schools and colleges in Bhutan and Lao were equipped with Wi-Fi devices and trained staff

Certification

Participants received internationally recognized Cisco certifications (CCNA, CyberOps)

Gender Inclusion

Empowered female ICT professionals through focused participation and mentorship

Challenges Encountered

Delayed Procurement

Delivery of equipment in Bhutan was affected by supplier availability

Skill Sustainability

Concern over continuity and application of gained skills without future interventions

Platform Usage

Limited initial engagement with the digital LMS, requiring continuous promotion and support

Future Directions

  • Ongoing Platform Utilization: Encourage broader usage of the Moodle LMS for national and regional collaboration
  • Expanded Community Training: Extend training programs to include NGOs, religious institutions, and local communities
  • In-house Curriculum Development: Develop customized courses using trained local faculty to ensure relevance and continuity
  • Cross-Border Collaboration: Maintain and deepen Lao-Bhutan technical exchange programs
